The Department deals with the administration of Primary Education.
Establishment of Primary School
The sixth Scheduled to the constitution of India empowered the Autonomous District Council to set up and manage Primary Schools within its jurisdiction. Although the state Government took over the administration of Primary Schools Since 2.6.1994, yet the power of the Autonomous to set up and manage Primary School have not been touched as no amendment to Para 6(10) of the sixth Scheduled was made. Hence Jaintia Hills Autonomous District Council started new Primary School w .e .f the year 1992, financed from its own resources.
Management of Primary Schools.
The Primary School within the District is under the management and control of the Jaintia Hills Autonomous District Council. Since the establishment of Primary School in the District after taking over of the administration of the Primary School by the state Government, the Jaintia Hills Autonomous District Council Jowai started to set up the Primary School, under the control and management of Education Officer as the head of Department with its staff including H.A, U.D.A cum cashier, L.D.A's, A.S.I's and office peons. In each D.C.L.P Schools there should be SMC to look into the functioning of the teacher duties including attending and punctualities of duty in which the S.M.C member should signed and pass the monthly return before submitting to the office for withdrawal of their monthly pay. The teachers are binding under Jaintia Hills Autonomous District Council Service Rule's 1981 as amended for the improvement of the Primary Education in the District.
Constitutional Power
The DCLP School is binding under the management and control of the Jaintia Hills Autonomous District Council Jowai including the Appointment of D.C.L.P school teachers, maintaining of school buildings etc. The teachers so appointed should maintain the punctuality, Love to students, regular in attending their duty and upgrade their efficiency to the primary schools and students.
Development and Plan for improvement of primary schools.
The Jaintia Hills Autonomous District Council Jowai as per policy as adopted for establishment of primary schools in the District may establish, construct or manage Primary Schools in particular areas to prescribe the language and manner in which primary Education shall be imparted to primary school of the District.
The District Council shall appoint only qualified Teachers and to post them according to the prescribed norm as to the ratio of teachers and students. There are 58nos of D.C.L.P School Teachers posted in Government L.P schools as at present and to post them to the District Council own L.P schools with a view to strengthening the D.C.L.P schools. The District Council is to ensure that each D.C.L.P schools should have a decent school building of its own including water and sanitation facilities. It is also considered of conveying and collecting taxes to raise fund for maintenance of Primary schools which is to say taxes for maintenance of schools, Dispensary etc.
Approved System of Education
The Jaintia Hills Autonomous District Council Jowai adopted the policy of establishing Primary Education within the District to improve Primary Education in the rural areas and to establish Primary School as per aim and objection to cover all schools less villages according to the adopted policy and approved Rules and Regulation.
Financial Assistance under the Plan Schemes for Development of Primary Schools
As at present there is no Financial Assistance from the Government for the Development of Primary Schools .The Council takes step to approach the Government for financial Assistance in improvement and development of the District Council Primary Schools.
Achievement
The District Council as per policy to be adopted make Rules and Regulation for management and control of L.P Schools. It shall appoints the qualified Teachers and to post them to the School according to the prescribed norm such as the Teachers and Students ratio .The Teachers should be deputed for necessary training .The Council considered withdrawing the L.P Schools teachers serving in Government L.P School as at present and to post them to the District Council own D.C.L.P Schools with a view to strengthening the D.C.L.P Schools and to ensure each Schools to have a School building of its own with water, sanitation facilities etc. The funding for performance of School buildings may be earmarked by the Council.
Strength
The Department has 1 Officer, 25 office staff and 311 Primary School Teachers totaling to 337 numbers of employees in the Department.
